The right to freedom of movement with or without a key is a facility right.  Where I live is as much my home as anyone else who lives there.  I am an adult and I have the right to have a key to my home.  If I need support with holding a key then I have the right to get it.  If I am not quite ready for the responsibility for a key then I have the right to work toward that goal.  I have the responsibility to follow all safety rules of the house if I have a key.  I must know the rules and not break them.
